About Us

IERC provides residential services for male children ages 6–17. We serve children who are court dependents (300), educational placements (2726), and voluntary placements with various emotional and behavioral diagnoses. Tanya has been with Inland Empire Residential Centers, Inc. since March 1, 1987. She started out as a Child Care Worker and worked her way up the ranks. She received her Master’s Degree in Social Work at San Diego University in May 1987. Tanya received her license in Clinical Social Work in November of 1989. During her 21 years at IERC she has worked as a Child Care Worker, Social Worker, Senior Social Worker, Administrator and currently the Executive Director. Tanya has three children and recently celebrated her 20th wedding anniversary.

Penny is the Administrator of the residential program. She came to IERC in October 1988. She has her Associate’s Degree in Business and has served IERC in various capacities throughout her tenure. She faithfully serves the children of IERC with over 20 years of administration and business management experience.

Peter J. Ruggles, MA Intake Coordinator

Peter is a true pioneer in this industry, starting in the late 60s with IERC founder, Very Rev. Fr. Peter P. Staviski. Pete has his Master’s Degree in Education, Learning Handicapped Clear Teaching Credential, Administrative and Supervision Credential and Standard Secondary Credential, with well over 40 years of experience as an educator, principal, social worker and advocate for countless severely emotionally disturbed children.

Elizabeth Chavez, Executive Secretary

Liz started with IERC as a clerk in September 1991. Liz has done a phenomenal job as IERC secretary since 1992. Liz manages our human resources activities and is assistant to both the Executive Director and Administrator. She gives unlimited support to all staff and our program. Liz ensures all our reports and files are up to date and complete. Liz is continuing her education, currently attending San Bernardino Valley College. Liz enjoys spending time with her three delightful grandchildren.

Lorraine Gonzales, MSW, Facility Social Worker

Lorraine Gonzales is originally from Tucson, Arizona. She moved to California in 2009. She has earned a Masters Degree in Social Work from Arizona State University in 2006. She has 17 years of experience working with children who have been victims of abuse and neglect. Lorraine worked as a Child Protective Services Investigator for nearly 7 years and supervised a CPS’ Investigations’ unit for almost 2 years. She specialized in severe, criminally involved child abuse cases and has extensive training with children who were victims of physical, sexual and emotional abuse and neglect. Prior to her experience with CPS, Lorraine worked for as a child care worker for 6 years in a group home specializing in the reintegration of incarcerated teenage males.
